The government orders the release of salary

JAMMU, Apr 21: To improve Human Resource Management in Jammu and Kashmir, the government has ordered release of withheld salaries for employees not listed in the Jammu and Kashmir Human Resource Management System (JKHRMS) due to non-availability of the initial appointment orders.

A decision in this regard was taken by the General Administration Department after a thorough review of the matter as the Drawing and Disbursing Officers (DDOs) had withheld the salaries of the employees who could not update their service details on the JKHRMS due to non-availability of the initial documents.
The instructions issued in this context, vide Circulars No. 35-JK (GAD) of 2022 and 40-JK (GAD) of 2022, had emphasized the need for thorough documentation in the system.
In response to the findings, all administrative departments have now been mandated to release withheld salaries after certain verifications by the department heads. This includes ensuring that service records are properly maintained and properly attested, and that all transfer and promotion records are accurate and consistent with official records.
In addition, departments are instructed to secure and verify documents such as initial salary data and appointment data of the relevant selection boards.
Department heads must collect and upload essential documentation, including the official selection list, vacancies and formal appointment recommendations, within the next three months.
This documentation is then added to the HRM portal by the Signing and Disbursement Officers.
These measures are intended to streamline and standardize HR processes across departments so that the employment data of all employees is accurately reflected and updated in the system.
The consolidated information collected from these efforts will be reviewed by the General Administration Department to ensure compliance and resolve any outstanding issues related to employee registration and payroll disbursement.
